Dear Sirs,

I beg to report a case of Opium making which is going on at Nos. 15, 17, and 19. Forest Street, occupied by Chinese. The house No. 15, which is occupied by Lun Kung especially. this house being next door to me, and the odious perfumes from the boiling of the Opium has effected my health so much that I have been under the doctor in consequence,

I have reported the matter to Dr. Hope, and his Inspectors have visited the premises, but have failed to find them in the act of boiling the stuff, this, I may say, usually takes place at night. Last night 1 was up from 12 p.m. to 3 a.m. owing to the terrible effects coming from Lun Kung's upstairs room, where he was at that time boiling Opium,

I may add that I am the tenant and owner of No. 13, and therefore cannot see my way clear to remove in order to avoid the nuisance, and report the matter to you, as I understand it is illegal to make Opium in the manner that these Chinese do it.
